YORK, Pa. (WHTM) – Police are asking for the public’s help to find a man they’ve charged in a videotaped dog-beating case.

Luis Junior Cruz-Padro, 24, was charged by the York County SPCA on Wednesday with a misdemeanor count of cruelty to animals. A warrant has been issued for his arrest.

Authorities allege that Cruz-Padro tied a white pit bull to a post to stop it from getting away, intentionally punched the dog several times, and then repeatedly whipped the animal with what appears to be a belt.

A neighbor videotaped the abuse and posted a two-and-a-half-minute video to Facebook over the weekend.
